TERMS OF REFERENCE FOR THE
PREMISES, HEALTH AND SAFETY COMMITTEE

OF MONKS RISBOROUGH CE PRIMARY SCHOOL GOVERNING BODY


CONSTITUTION

The Membership of the Committee, and the clerk, will be as per the agreed membership grid.
Please note that the Headteacher cannot clerk a committee

The Chairman of the Committee will be elected by a Quorum of the Committee members. A quorum will be least 3 Governors


TERMS OF REFERENCE

1. PREMISES

1.1. To review regularly the condition of the school buildings and prepare an appropriate annual maintenance plan to ensure they are kept in good order, having full regard to the 'Property Condition Survey'/Asset Management Plan/advice of the LEA.

1.2. To keep under review the Accessibility Plan for the school and to report to Governors on its implementation.

1.3. To make recommendations to the Finance Committee/Governing Body for any development works necessary, so that these can be identified in the Financial Plan.

1.4. To liaise with the Headteacher to ensure that an efficient and effective cleaning and grounds maintenance programme is in operation.

1.5. To ensure necessary tendering arrangements are carried out. To approve the award of tenders. To make recommendations to the Governing Body on the award of contracts. To ensure that the County Council?s Standing Orders on Financial Regulations are adhered to (refer to LMS Handbook Section F2). To report and have minuted to the whole Governing Body should a quote other than the lowest be accepted. As required by the Audit Department this should be ratified by the whole Governing Body and minuted as appropriate.

1.6. To monitor and approve any lettings, in accordance with the policy of the Governing Body having regard to any advice from the LEA about regulations. To carry out an annual review of the Lettings Policy and determine a charging policy, in order to make recommendation for approval to the full Governing Body. The charges should only be varied by those authorised to do so by the Governing Body (LMS handbook section F15 page 9). Evidence is required to show this is in place. It is recommended that the charging policy be reviewed annually, in the Autumn Term. The Governing Body minutes should record the annual review and minute any amendments made. A copy of the charges should be attached to the minutes.








2. HEALTH AND SAFETY

2.1.. To prepare and review annually (or at other times as necessary) the Health and Safety Policy Statement for ratification by the full Governing Body.

2.2. To monitor the implementation of the agreed Health and Safety Policy to ensure that the school complies with Health and Safety Regulations.

2.3. To agree on the types of educational visits that Governors should be informed about and to recommend agreement on these to the whole Governing Body.

2.4. To ensure that guidance is available (e.g. from the DfES and/or LEA as appropriate) and, if necessary, seek specialist advice, to inform the school?s policy, practices and procedures relating to the health and safety of pupils on educational visits. To prepare the school?s educational visits policy for approval by the whole governing body.

2.5. To ensure that the school is following any relevant procedures, including incident and emergency management systems as recommended by the DfES/LEA or Governing Body.

2.6. To discuss, monitor and review these procedures on a regular basis and to make any subsequent recommendations to the whole Governing Body.

2.7. To ensure that the Headteacher and Educational Visits Co-ordinator are supported in matters relating to educational visits and that they have the time and expertise to fulfil their responsibilities. To ascertain what governor training is available and relevant and ensure where possible training is undertaken.


3. To ensure minutes are taken at each meeting and circulated promptly to all members of the Governing Body and to the Clerk to Governors.


This Committee was incorporated by Minute No. 7 of the Governing Body's Meeting held on 22 September 2003. The composition and terms of reference will be reviewed annually in the Autumn Term.
