Pay Review Committee Terms of Reference

BUCKINGHAMSHIRE COUNTY COUNCIL

TERMS OF REFERENCE FOR THE PAY REVIEW COMMITTEE OF

MONKS RISBOROUGH CE PRIMARY SCHOOL GOVERNING BODY

CONSTITUTION:

The Membership of the Committee, and the clerk, will be as per the agreed membership grid.
(suggested membership to include Chairmen of Personnel and Finance Committees.)
A person paid to work at the school, other than the Headteacher, must withdraw and not vote on pay or performance appraisal of any staff.

Associate members do not have voting rights.

The Chairman of the Committee will be elected by a quorum of committee members. A quorum will be at least three Governors. The LEA recommends it would not be good practice to appoint a member of staff to chair this committee.

Please note that the Headteacher cannot clerk a committee.

TERMS OF REFERENCE

The Committee/Governing Body will prepare a Whole School Pay Policy for approval by the whole Governing Body

To ensure the Performance Management Policy is in place and reviewed as appropriate with any changes agreed by the whole Governing Body.

The Committee/Headteacher will carry out an annual review of the salaries for all staff, including teachers up to Main Scale 6 having taken advice from the Headteacher on all matters. To be completed in the Summer Term ensuring that a copy of the salary statement is given to every teacher and a copy returned to Teachers Pay and Pensions Section County Hall.

POST THRESHOLD TEACHERS

After taking advice from the Headteacher to make decisions relating to pay concerning post-threshold
teachers (suggested in the Autumn Term).

LEADERSHIP GROUP

To ensure the setting and reviewing of targets for Deputy and Assistant Headteachers takes place by the Headteacher as agreed by the Governing Body.

To make decisions concerning pay in relation to the Leadership Group, (Headteacher, Deputy
Headteacher, Assistant Headteachers).
(Copies of review statements can be made available for the duration of the meeting)

To ensure the appropriate notification of their decisions is sent to the Teachers Pay and Pensions Team, County Hall using the appropriate salary notification form.

To ensure minutes are taken at each meeting and circulated promptly to all members of the Committee and the Clerk to Governors and brief notes are circulated to all members of the Governing Body, omitting confidential items.

This Committee was incorporated by Minute No. 7 of the School's Governing Body Meeting held on 22 September 2003. The composition and terms of reference will be reviewed annually in the Autumn Term.
